• In 1982, co-founded the University of Wisconsin-Disaster Management Center (UWDMC), the first distance education program for disaster/emergency management in the world
• From 1985 to 1989, developed and managed the United Nations’ Emergency Management Training Program (EMTP)
• From 1990 to 1994, developed and managed the United Nations’ Disaster Management Training Program (DMTP)
• In 1994, invited as the U.S. delegate to “World Conference of the International Decade for Natural Disaster Reduction," sponsored by the United Nations, in Yokohama, JAPAN
• In 1999, developed graduate course, “International Engineering Strategies and Operations,” as part of the Master of Engineering in Professional Practice, Wisconsin’s innovative advanced degree delivered at a distance via the internet
• In 2001, invited as U.S. delegate to the Global Disaster Information Network Conference, in Canberra, AUSTRALIA
• From 2003 to 2006, developed and managed the ProVention Consortium/World Bank Applied Research Program for Hazard Risk Reduction, with more than 200 young researchers worldwide
• Since 2014, developed and managed the Security Risk Management Diploma program for the United Nations High Commissioner for Refugees (UNHCR) as an internal staff training option
