Profile Summary

Program Manager of the Construction and Materials Support Center (CMSC) responsible for managing operations of the Center, conducting rsearch activities, performing engineering studies for federal, state, and local transportation agencies, consulting on construction management and materials engineering projects, classroom teaching and liaisson with the Wisconsin Department of Transportation.  He also serves on the Research and Development Advisory Board for the National Recycled Materaials Resource Center.  Gary has 35 years of experience in managing transportation programs and providing technical oversight of engineering projects and policy development in highway construction management, pavement design, materials use and testing for the Wisconsin Department of Transportation (WisDOT).  At WisDOT he held positions of Administrator (Chief Engineer), State Construction Engineer, State Materials Engineer, Chief Roadway Engineer Design Engineer, and Assistant State Geotechnical Engineer.  He has served on a number of Nationa Coorperative Highway Reserach Program (NCHRP) project oversight committees dealing with construction, pavements, and geotechnical engineering.  He has served served on a variety of National Academy of Sciences Transportation Research Board (TRB) committees on soils, materials, pavement and construction topics.  He currently serves on the TRB SHRP 2 Technical Coordinatiing Commitee.  He has published papers  in the ASTM Geotechnical Testing Journal, Transportation Research Record, and American Society of Civil Engineers (ASCE) Journals.  He is a licensed professional engineer in the state of Wisconsin and is a member of ASCE and the Association of Asphalt Paving Technologists (AAPT).
